Ever since the publication of the Macmillan Report in 1931, British governments have attempted to address the ‘equity gap’. The gap takes various forms but fundamentally it exists because the providers of finance find it uneconomic to meet the demand from certain sectors of the market – typically the demand for relatively small sums of risk capital from small and medium-sized enterprises (SMEs) and the demand for funding from startups and young technology companies. In such cases the costs and risks associated with investing are often considered too high in relation to the potential rewards.
