Starting as a freelancer project manager

Hello,

Does anyone could help me to understand what are the criteria to start as self-employed? 

What are the rules and taxes allocated? As self-employed is it required to pass an invoice to the costumer? What's the platform? 

Is is mandatory to have an accountant?
