Starting new business - import wine from in/out of EU for wine/gift shop

Hello,  Thank you for having me in this forum.  I am looking into starting a business and have a few questions:

- It would be a wine shop and gift shop.  Wine would be less than 15% alcohol.  Gifts would be wine/champagne related (coasters, wine openers, tote bags, notecards, etc)

-For wine less than 15%, do I need a liquor license?  I also read somewhere that if the customer asks for a taste of the wine, you are allowed to provide one.  That would be part of the shop if allowed, to try a sample before they purchase. Is this true?

-Are wine/champagne and gifts allowed to be sold in the same shop?

-The shop would be in my home (city centrum).  Are there rules regarding this?

-If I bring wine/champagne from holiday via plane, how does the import tax work?  

-Are there regulations for an expat to start a shop.  I should also note that I am living in the Netherlands under diplomatic status- does this change any rules and regulations?
