Import Quotas for Pakistani Basmati Rice

I have read almost all regulations related to Rice import quotas, but couldn’t surely understand if a new company is entitled to use these quotas? And if it’s possible to apply for these quotas immediately after getting a business license?

Please find the rules and regulations for importing rice into the Netherlands here (in Dutch). Going through these documents, I can only find tariff quota. Tariff quota allow a lower tariff rate on imports of a given product within a specified quantity and require a higher tariff rate on imports exceeding that quantity, but do not restrict the absolute quantity of imported products. They apply to any company, new or existing, provided you have the necessary import certificates. You can lookup the tariffs and applicable EU laws here (English).

Did you also read  COMMISSION IMPLEMENTING REGULATION (EU) 2022/913 of 30 May 2022 amending Implementing Regulation (EU) 2019/1793 on the temporary increase of official controls and emergency measures governing the entry into the Union of certain goods from certain third countries?
